Eugene holds a bachelor’s degree in Maritime Business and Maritime Law from the University of Plymouth. He has over 12 years of experience in various sectors of the maritime industry, both in the public and private sectors. Eugene has a unique blend of experience, combining his knowledge of the maritime ecosystem with his passion for people.
He started his career at the Maritime and Port Authority of Singapore (MPA), where he championed the development of a competency and training framework for Vessel Traffic Officers and served as the secretariat for the Port’s Welfare Committee for Seafarers and the Tripartite Maritime Manpower Taskforce for Seafarers.
After his stint in the public sector, Eugene joined the Singapore Organisation of Seamen as their Industrial Relations (IR) Manager, negotiating Collective Bargaining Agreements and representing seafarers in local and international tripartite meetings.
Eugene later worked as a Human Resource Business Partner and IR Lead for a European MNC but eventually re-joined the union in 2021. He now focuses on HR policies, recruitment, learning and development, and digitalisation projects, leveraging his extensive experience and connections in the maritime industry.
